Accelerating Green Finance in Asia:

Investing in a +1.5 Degrees World

Ambassador Carmen Cano began her term as the Head of the European Union Office to Hong Kong and Macao on 1 September 2016. She joined the European External Action Service as Deputy Head of the Delegation of the EU to China and Mongolia in Beijing in 2011, where she worked until her transfer to Hong Kong.

A seasoned career diplomat, Carmen Cano joined the Spanish Foreign Service in 1992. She was posted to Beijing, Kazakhstan, Romania, Ghana and Ethiopia. During her time in the Spanish Ministry of Foreign Affairs in Madrid, Carmen Cano worked in the Department of non-proliferation and disarmament. She also served as Deputy Director General in charge of Continental Asia from 2010 to 2011.

Mrs Cano holds a dual Bachelor in French and English Philology from the University of Zaragoza, Spain, and is fluent in Spanish, English and French.

Mr Engelbrecht-Bresges joined The Hong Kong Jockey Club in 1998 and has been its Chief Executive Officer since 2007. Under his leadership the Club has undergone significant transformation, developing its customer-centricity, more than quadrupling its regular charity donations, and raising the quality and profile of Hong Kong racing to a world-class standard. He is a Board Member of the Community Chest and a member of the Executive Committee of the Hong Kong Management Association. Internationally he serves as Vice Chairman of the International Federation of Horseracing Authorities, the world's highest thoroughbred racing authority, and is Chairman of the Asian Racing Federation.
 
Mr Engelbrecht-Bresges grew up in Germany, where he developed a passion for horse racing, breeding and ownership. A graduate from the University of Cologne in Economics, Finance and Statistics, he was a Board Member of the German Jockey Club for 10 years, serving as CEO for six years.

Mr Chong Chan Yau has experience in international development, poverty reduction and humanitarian work. He is a leader in the field of equal opportunities, disability and inclusive education. Mr Chong has worked in government, academia as well as NGOs and business. He served in the Hong Kong Government as an administrative officer, worked as Director of Oxfam Hong Kong and joined the University of Hong Kong as the Director of Student Development. Mr Chong is active in promoting civil society in Hong Kong. He is Vice-Chairman of The Hong Kong Joint Council for People with Disabilities and President of the Hong Kong Blind Union. He has also been a member of the Education and Publicity Subcommittee of the Council for Sustainable Development, which is an advisory committee to the Hong Kong SAR Government on sustainability issues.

Mr John Sayer has a background in sustainability issues and human development, climate change advocacy, organizational management and governance policy. Mr Sayer was Executive Director of Asia Monitor Resource Centre working on information technology, labour rights and workplace health and safety before joining Oxfam Hong Kong in 1991 as Program Director and then Executive Director. In 2001 he moved to Oxford to take up the post of Executive Director of Oxfam International for an interim period. In 2003 he became Director of Africa Now, a development agency working on market-based solutions for small-scale producers in Africa through business development services, and the promotion of ethical trade among international companies doing business in Africa. In 2006, he returned to Asia and re-joined Oxfam Hong Kong as Director General until 2013.

Ir Albert Lai, the CEO of CCA, has been involved with green solutions and environmental organizations throughout his career. He was the founding chairman of the Professional Commons and the Hong Kong People's Council for Sustainable Development. He is a Director and past Chair of the Conservancy Association, the first non-government environmental group established in Hong Kong in 1968. He led the Hong Kong NGO delegation to the World Summit on Sustainable Development held in Johannesburg in 2002, and was also co-leader of the Hong Kong NGO delegation to the United Nations Climate Change Conferences in Bali (2007) and Copenhagen (2009) and led the HK NGO delegation to the Paris Climate Summit (COP21) in December 2015. Ir Lai was a Stakeholder Council member of the Global Reporting Initiative (GRI) responsible for the development of international sustainability reporting guidelines.

Mr Yossef Zahar, Director TCF Ltd., serves as Senior Climate Finance Advisor for UNFCCC, donors, governments and financial institutions, where he designs and implements innovative climate finance solutions across Asia and the Pacific. He has extensive experience in international banking and financial markets and has held senior positions at numerous international financial institutions. He holds a B.A in Economics & Management and a Masters in Finance from London Business School.

Mr Jean-Marc Champagne is the Head of Environmental Finance at WWF-Hong Kong and advises institutional investors on the financial risks of climate change. He spent 17 years in the financial industry advising institutional investors on equities and equity derivatives. He started his investment banking career in 1997 with Merrill Lynch in New York and has been based in Hong Kong since 2004, working for BNP Paribas and Jefferies. He graduated from Clarkson University with a BS in Marketing and Management with a concentration in Engineering.

Dr Peter Hefele finished his PhD Studies in Economics and Economic History in 1997 at the Catholic Uni-versity Eichstätt-Ingolstadt (Germany). He worked as an economic researcher at the Institute for Economy and Society/Bonn and joint Konrad-Adenauer-Stiftung in 2003 as Head of the Department of Economic Education. In 2006 he became Head of Division China, South East Asia, India / Team Asia and the Pacific at Konrad-Adenauer-Stiftung in Berlin (Germany).

From December 2010 to February 2015, he worked as Director of the China Office of Konrad-Adenauer-Stiftung in Shanghai. Since March 2015 he is Director of the Regional Project “Energy Securi-ty and Climate Change” (RECAP), based in Hong Kong SAR / PR China.

His main fields of expertise are economic policy, transformational economy, international develop-ment cooperation and energy/climate policy. He is also an expert on political, economic and social de-velopments in Asia and China.

He is fluent in German, English and Hungarian, has good command in French and Italian and basic knowledge in Chinese.

Dr Francesch is a political scientist with over twenty-five years of professional experience in environmental, sustainability, climate change and energy security policy analysis. In the past two years she has consulted for the Konrad Adenauer Stiftung Regional Project on Energy Security and Climate Change Asia-Pacific (KAS-RECAP). She holds a BSc and MSc in Microbiology (Madrid), a master’s in Public Administration (MPA- HKU) and a PhD in Political Science and Public Administration (HKU).

Her work revolves around the processes by which Asian polities manage institutional and policy changes when confronted with new demands, be it geopolitical, socio-economic or technical. Her analysis firmly relies on stakeholders’ engagement as a way to ascertain the pros and cons of the policy solutions proposed. She has led numerous publicly and privately funded projects which have resulted, among others, in strategies for carbon reduction implementation and assessment models and in enabling low carbon living at district level. Recent projects include studies on the role of cities in climate diplomacy and on low carbon transitions in isolated electricity supply systems in Southeast Asia. Her work has been presented at international and local fora and is widely published.

Dr Francesch is a member of the executive committee of the Environmental Management Association Hong Kong (EMAHK) and was elected and admitted as a Professional Member to the Hong Kong Institute of Qualified Environmental Professionals (HKIQEP). She is also a core member of the International Network on Urban Low Carbon Transitions (INCUT).

Mr Cheung is Managing Director, Head of ESG and Sustainable Investing at Hamon Asset Management. Prior to Hamon, Anthony served as Executive Director and Portfolio Manager at BNP Paribas in Hong Kong and as Senior Portfolio Manager at Pictet Asset Management in London.

Mr Cheung serves as the Deputy Chairman of Training Committee at Hong Kong Institute of Directors (HKIoD) to promote shareholders engagement and sustainable finance in Asia. He represents Hamon to support the Task Force on Climate-related Financial Disclosures (TCFD) and Fiduciary Duty in the 21st Century. Anthony advises several NGO boards and serves as the Honorary Treasurer and Board Governor, Friends of the Earth (HK).

Mr Cheung is the first in Asia to be awarded the Certified European ESG Analyst (CEESGA) designation. He holds a BSc(Hons) in Economics from the LSE and the Investment Management Certificate. He completed the Prince of Wales's Business Sustainability Programme at the University of Cambridge Institute for Sustainability Leadership (CISL).

Mr Water Cheung has a strong background in global investment banking. He is currently the Senior Partner and CEO, Asia Pacific at StormHarbour Securities, an independent merchant banking partnership with 200 professionals in London, Geneva, New York, Hong Kong, Singapore, Tokyo and Copenhagen.

In the last two decades, Water has joined various banks including The Royal Bank of Scotland as the Treasurer and Head of Emerging Markets in Asia. Prior to that, Water joined DBS as the Head of Regional Derivatives and Credit Products. Concurrently, Water also led DBS' Global Debt Capital Markets business, sponsoring more than 15 REIT listings in the Asia region under his supervision.

Between 1995 and 2000, Water was Managing Director in CIBC Financial Products, Singapore. Water successfully set up the derivative trading operation in Singapore and managed one of the most profitable trading teams for the Bank. Prior to that, Water was the Head of Derivative Trading - Asia Local Markets, for Chase Manhattan Bank.

Water started his investment banking career in Canada in 1987. He is a Chartered Financial Analyst and holds a Bachelor of Applied Science degree from the University of Toronto and a MBA degree from York University, Canada. Water is a regular columnist in the Hong Kong Economic Journal and Ming Pao. Water is also an Executive Board Member of Treasury Market Association (TMA), an industry body sponsored by Hong Kong Monetary Authority (HKMA).

Mr Benjamin Weller joined Deutsche Bank in 2006, being based in Frankfurt and Singapore and has been working for Deutsche Bank’s Capital Solutions and Sustainable Financing Group since 2011.

Mr Weller focuses on hybrids and green bonds for financial institutions and corporates from Europe and Emerging Markets and has worked on transactions for Western European, Asian, African, Russian, Latin American and GCC issuers.

He holds a Master in Finance from Frankfurt School of Finance and Management.

Mr Johnnie Yung is Head of Portfolio Strategists for the Asia ex-Japan region. He joined State Street Global Advisors, based in Hong Kong, in October 2017. He is responsible for developing portfolio recommendations and presenting SSGA investment strategies and solutions, with a particular focus on equities, to institutional investors in the region.

Prior to joining SSGA, Mr Yung was Head of Beta Strategies Portfolio Management for Asia ex-Japan region at BlackRock, where he led a team of portfolio managers for managing all global passive equity funds in the region. Previously, Mr Yung was a Senior Director at Royal Bank of Scotland Plc; and was a Vice President for DBS Bank covering various capital markets initiatives including product structuring, risk controls and executing M&A opportunities in China. Previously in Canada, Mr Yung was the Portfolio Manager at Ontario Teachers' Pension Plan Board where he managed both quantitative active funds and index funds. He also worked at Manulife Financial as Associate Actuary responsible for developing fixed income analytics as well as asset & liability management. He had also worked as money market portfolio manager at Crown Life.

Mr Yung holds a MMath from University of Waterloo and a BComm (Hons) from University of Manitoba. Mr Yung has been accredited a Fellow of the Society of Actuary and a Fellow of Canadian Institute of Actuary. He also earned the Chartered Financial Analyst designation and is a member of the CFA Institute.

Ms Elaine Hung has over 11 years of fixed income analysis and portfolio management experiences. Currently, she is the senior fixed income portfolio manager at ICBCI AM, managing fixed income discretionary funds for institutional clients. Prior to joining ICBCI Asset Management, Ms Hung has accumulated 6 years of experience in managing public funds and internal portfolios, delegated to fixed income investment and credit analysis. She was responsible for managing all fixed income and cash portfolios for both internal and external funds. She has achieved outstanding performance attributable to her extensive experiences on capital markets and investment management. Ms Hung also has experience as a macro strategist at Ping An, responsible for conducting macroeconomic research and providing strategies for Hong Kong and emerging markets. Ms Hung also previously served as a senior consultant at PricewaterhouseCoopers. Ms Hung received a Master of Economics from the University of Cambridge. She is a Certified Public Accountant (CPA).

Mr Kam has over 25 years post-qualification professional and proficiency experiences in full range of real estate advisory services on project and green financing, real estate asset securitisation in Hong Kong, Singapore and Mainland China, development feasibility studies, real estate and business valuations, investment strategies, financial modeling, IPOs, mergers and acquisitions for all different types of properties both in PRC and in Hong Kong.

Mr Kam has been actively participating in professional bodies and commercial chambers as the Board Member of RICS China, Member of APAC Regulatory Sub-Board of RICS and Director of China Securitization Forum. He is a Member of the Royal Institution of Chartered Surveyors (MRICS), Member of Hong Kong Institute of Surveyors (MHKIS), Register Professional Surveyor (General Practice), China Institute of Real Estate Appraisers and Agents (CIREA).

Mr Kam received an MBA from HKUST and a bachelor’ degree form University of Reading.

Mr Schratz managed global relationships with large German blue chip companies (DAX) for six years covering various sectors, enabling clients to take strategic decisions to optimize their treasury organizations and grow the international presence. Before moving to Hong Kong in 2017 Mr Schratz had a dedicated focus on the Chemicals & Pharma sector working with clients such as BASF, Bayer, Covestro, Fresenius and Linde.

Today, together with a team in 14 countries across Asia Pacific, Mr Schratz works with German, Swiss and Austrian corporate clients, facilitating their daily business and giving country specific advice.

Mr Schratz took on the role as Sustainability Ambassador Greater China for ING in early 2018 with the aim to share ING’s sustainability ambitions across the region and to develop innovative sustainable finance solutions.

Ir CM Lee (B.Sc (Eng)(Civil); M.Sc.(Urban Planning); M.Sc.(IDM) has been the chairman of the Institution of Civil Engineers (ICE) Hong Kong Association (2013-2015) and is currently the Hong Kong Representative in the ICE Council (2013-2017). Before his retirement from Water Supplies Department after 32 years of service, CM was the head of the Design Division, overseeing the design and construction of a portfolio of projects of over HK$4 billion. He has extensive experience in project planning, finance and management, as well as EIA and sustainability studies.

CM has also been actively participating in voluntary work. He was appointed member in the Council of the Hong Kong Examination and Assessment Authority and was the deputy chairman in several committees. He is vice-chairman of the local think-tank "Land Watch", which specializes in policy study on Hong Kong land issues, and a member of the Strategy Committee of The Professional Commons.
